Please do a Staging import of bugs for keystone

The file looks good. Assigning to the LOSAs to do the actual import onto staging.

So - I don't have email addresses for people in the general case here -
I'm doing an export from github, and I just don't have access to that
information on a per-person basis?

Should I just add a bogus email address?
