how to create a new user by havana-3?

i want to crete a new user to create the source file,such as:

keystone --debug user-create --name 'rdd' --pass 'rdd' --enable=true

but return:Authorization Failed: The resource could not be found. (HTTP 404)

Can you show me the detail of debug? maybe you are using the wrong url

Maybe you did not start the keystone service yet or you are using the wrong address of keystone address in your request.
