Can I rotate an object a certain number of degrees, like 45 or 40 or some number

Yes you can. Use the [Selection Tool], Click on the object that you want to rotate, then use the transform tool [Object tool>transform] in the dropdown menus, use the [Rotate] tab in the transform dialog and play with the settings to learn how they work together.
