The powerclip feature is already implemented. See Object->Clip. It behaves a little different. Please note, it is way better in development version.
In Inkscape this "graph paper tool" task is done just a little different but more generic way. Make a rectangle of size of one cell. Select it. Choose Edit->Clone->Create tiled clones. Choose whatever amount of rows and columns you want. Click create. Now you could group these linked rectangles. This is what you get with this Corel tool. Also you will have the original remaining in place. If you change this, every linked clone will change accordingly. If you delete the original, objects will be unlinked.

Can you help with this problem?
