Place small stars around inside of circle

In making a logo,I would like to place small stars around the inside of a circle equidistant from one another.Years ago I did this in Corel Draw but I have forgotten how. Below is a note I made at that time but I haven't been able to see how to do this in Inkscape, though I guess there must be a way.

Place initial star at top of circle,Click on star a second time to locate center of rotation, Use arrange, rotate,.apply to duplicate to make a ring of stars

Please make the instructions as detailed as possible as I am very rusty on working with graphics.

Here's a way:
Setup - Under File-Document Properties, enable Snap to Rotation Centers
Draw your circle
Draw your first star
Click twice on the star to show its rotation center
Drag the star's rotation center (but not the star) so that it snaps to the circle's rotation center
Decide how many stars you want to draw and the angle between them (i.e. 6 stars gives 360/6 or 60 degrees between stars)
Duplicate the star
Open the Object-Transform and go to the Rotate tab
Type in the desired angle and hit Apply
Continue duplicating and applying to create the remaining stars

You can also use Edit-Clone-Create Tiled Clones to create the pattern. To do this, watch the tutorial at http://www.youtube.com/watch?v=Fc1c8y42YVw

Sorry to be so dense, but I got hung up after "click twice on the star." I can see the rotation center on the star but I can't seem to drag it without dragging the star. Also,double clicking on the circle doesn't seem to put a rotation center in the circle. Thanks for your help. I looked at the You tube video , but it seems not as good as your method. Perhaps I can get further along after your answer.

Click on the star twice with the selection tool. Click slowly. Doing an official double-click selects the tool that was used to generate the object which is not what you want. If done correctly, the center of rotation should show up as a "+".
When you're dragging the star's center of rotation, you will not be able to see the circle's center of rotation although the center point that you're dragging will snap to it when you get close, provided that the Document Properties options are set correctly.

I'm making progress but when I duplicate and rotate the star it doesn't stay on the circle. I can move it manually but I need it to be equidistant from the other stars on the inside of the circle. I want to put 36 small stars around the inside of the circle but when I set the rotation to 10 degrees, the duplicate star rotates and goes out to the side and doesn't stay on the circle.

It sound like the rotation center for the initial star may not be set properly. Ensure that in File-Document Properties, under the Snap tab that you check the boxes next to Enable Snapping, Nodes and Snap to Nodes. On the next tab, Snap Points, make sure under the Snapping to Special Nodes heading that you check the box next to Rotation Centers.

When you drag the star's rotation center near to the center of the circle, it should jump into place, which is the "snap". Zoom in so the circle fills a large portion of your screen to see this clearly.

Additionally, make sure in the Object Transform, under the Move tab, that both Horizontal and Vertical are set to zero so that the stars are not translating when you're rotating them.

I'm reluctant to ask you for any more of your time. I have followed your directions carefully, but I still can't get the duplicated star to stick to the circle.It just goes off on an angle. If you feel you have done all you can do, I will understand, you have been very cooperative and helpful..

Are you using the latest version of Inkscape?
If you click twice slowly on the first star with the selection tool, does the star's center of rotation (the small "+" sign) coincide with the center of the circle?
With the center of rotation still showing, if you drag one of the bent arrows at the corner of the star, does the star orbit around the circle as you'd expect?
Beyond these, I'm mystified..

I'll try to give in more detail what I am doing and perhaps you can deduce what I am doing wrong.

The version of Inkscape I am using is 46 ,which I think, is the latest.

Under document properties.Under Snapping-box checked, under What snaps, Nodes box checked, Under Snap to Objects, Snap only when closer than ---The default seems to be that the box is about 1/5 of the way toward the right (10), Under Snap to Guides, box is checked and Snap distance box is about 1/5 of the way toward 10.

I draw the circle—it fills automatically but I get rid of the fill. (is it supposed to fill automatically?)

I draw the star in the upper left part of the screen, click twice on it and a small black cross appears in the center of it.

I drag the black cross, but not the star to the center of the circle. The cross color changes to red. Here is where the problem may be. The cross sometimes seems to snap to the center of the circle but more often not. (How can I be sure this happens?)

I have then been dragging the star from the upper left corner of the screen to the inner side of the circle at the 12 o'clock position. (Does it matter if I use the inner side or the outer?)

I duplicate the star (control D)

I open the Object Transform window and go to Rotate after first checking that the Move tabs are set to 0. I set the angle to 10 degrees (but have tried others) and click apply.

The star moves down and to the left in a straight line instead of around the circle and if I repeat it does the same.

It seems I can't get the center of the star to join the center of the circle.

Thanks very much for all your time and effort you have spent in helping me. You are a very generous person to do this.
