Hi Ray,

if I understand you correctly, your intention is to create a shape (rectangle) the size of the page and then put that onto its own layer?
(there is no 'template area' in Inkscape - templates are for different page sizes and document presets. There's only a 'page' that would fit in this context)

1.) So, go to document settings (File -> Document properties), look up the page size.

2.) Then, use the rectangle tool to create a rectangle (F4)
Use the entry boxes in the toolbar to change its size to page size.

3.) Center it in the middle of the page using the 'Align and distribute' dialog (Shift+Ctrl+A, then choose 'relative to Page' and click on the two buttons that indicate vertical and horizontal centering)

4.) Create a new layer, using the 'Layers' dialog (Shift+Ctrl+L, then click on the plus sign)

5.) It should be above the layer with the rectangle. Use it to draw on, and if you want, also lock the layer with the rectangle so you can't accidentally move the rectangle.

If this is not what you intended to do, then please describe your problem in more detail.

Regards,
 Maren
