how can I copy and then flip and image?

I have 1/2 of an image and would like to copy and flip it to creat a duplicate side to have a whole image. Can I do this in Inkscape?

Yes, you can do that.

1 - Select the part you want (or Ctrl A which is Select All, if that's everything on your canvas).
2 - Object menu > Group (or button on command bar, or key shortcut Ctrl G)
3 - Edit menu > Duplicate (or button on the command bar, or the key shortcut Ctrl D)
4 - Click "Flip selected objects horizontally" button on the Selection tool control bar
5 - Hold the Shift key while you press the right-pointing arrow key a few times. Once the other half is far enough away from the first half, you can grab it with the Selection tool, and drag it the rest of the way.
6 - To get it properly aligned with the first half, I suggest using Snapping. You can learn about Snapping from the manual, here: http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Snapping.html
