Hello Catherine,

Inkscape is not the best tool to modify bitmap images and Gimp would be more appropriate.
But if you really need to use Inkscape (maybe your plan is to add some vectors on your image), you can use the Extensions>Raster menu to find an extension that fits your needs (maybe Level, which provides a gamma correction?).
