how do I combine multipal photos into one

I want to take three photos and combine them into one. How do I do this

Without knowing more details about how you intent to "combine them into one" (e.g. any special blending effects or other manipulations of the raster images) it is - in general - more recommended to use a "real" raster image editor like GIMP (or Photoshop) for this task. Inkscape is a vector editor with only a limited set of features to manipulate imported raster image (aka bitmap image) data.

Basic workflow in Inkscape:
1) import your images into a new drawing using 'File > Import'
2) arrange (move, scale, clip/mask, apply filter effects, etc.) as needed
3) optionally adjust the page size and orientation in 'File > Document Properties > Page'
4) save as 'Inkscape SVG'
5) use 'File > Export Bitmap…' to export to a raster image format (PNG)
6) optionally convert the exported PNG image to a JPEG or any other raster image format if needed, with an external image convertor tool of your choice
