Use GIMP to deform raster (aka bitmap) graphics for now - Inkscape as a vector editor is focused on editing vector-based content (and bound to the limitations of the current SVG 1.1 format, which doesn't have this type of transformation for all rendered content types). You can transform vector-based objects using the extensions 'Envelope', 'Perspective', or the path effect 'Envelope transformation', but current Inkscape versions do not have a tool to apply these kind of transformations to embedded or linked raster (aka bitmap) graphics.
