How do I change typeface colour so that white reverses out on black bacground

I wish to display white lettering on a dark blue background - how do I 'colour' the typeface white ?

The same way you'd colour anything else. With the object (in this case your text) selected, open the Fill and Stroke properties (Object > Fill and Stroke...). Under Fill, select the solid colour option for fill type, then pick white for the object colour.

(The Stroke tab affects the outline of the text. Usually I keep that as no colour (the X icon), but it can also be used to slightly embolden the text, by using the same colour as the fill, as well as create outline text, by selecting a colour here and choosing 'no colour' for the Fill instead.)
