For tracing you don't need to change View-Outline.
All you need after import bitmap in Inkscape window - is to select it by
clicking on the image, then Path-Trace Bitmap. Press Update button then, the
preview should appear.

the file I am importing is a PDF file.  What are the steps to convert it to svg?  Maybe I am doing something wrond.  I tried like you told me to but it didn't work.

Well, then you can said it before.
Open your PDF with obvious File -> Open.

If your PDF contain vector data - you even won't need to trace it.
If your PDF contain raster data - trace it as usual picture.

I am having exactly the same problem, though I am not switching to "outline" view. I import my image (trying with various .jpg files, a .pdf and one or two other file types just for fun). I select the image and select "trace bitmap". Nothing happens. The preview area remains blank. I fiddle with parameters; nothing changes. Something isn't right. The tutorial makes it sound easy but something is not working!

If you want to trace a bitmap and the tracing tool doesn't seem to work, no update appears, look at the bottom of your screen in the status bar - click on your image. If it says "clone of: Image" you won't be able to trace it, you must click on the edit menu: Edit ->Clone -> Unlink clone.

Then you'll be able to trace.
