Printer not connected
Using HPLIP I set up an HP Envy printer but get an error message that printer is not connected or busy
yet the lights on the printer are on.

What is the precise model, connection method and OS version?

The printer is HP Envy Pro 6455 connected to the PC by USB cable. I took care to have the printer directly connected to the wall plug,
yet often the print command fails. Then I unplug the printer from the wall plug and wait 60 second to plug it back in. Then often, not always, I am able to print. I use the same recovery method when trying to scan from the scan bed of the printer.

You have the latest Mint. ipp-usb is installed by default and will be used. This is the way that is meant to provide printing on USB. Give what you get for
systemctl status ipp-usb
and
driverless

systemctl is indeed part of systemd. I cannot help to solve any problems you are having with it. In any case, ipp-usb is active because driverless gives an output, which itself looks OK.

Your interpretation is incorrect. Basically, it means you do not need a vendor driver. You do not need HPLIP.
That long string is a URI. *Substitute* for it in this command:
lpadmin -p 6455pro -v "URI" -E -m everywhere
Test printing with
lp -d 6455pro /etc/nsswitch.conf

Thanks for your help. After reconnecting the Printer cable, the printer worked again.
