I have no clue from your answer as to what all this means.
How do I fix the problem - I am a 82 year old Senior who relies on your
software. Please advise in plain language what I must do to rectify my
problem.

The installer apparently was not able to detect the printer.

Try the following:

Switch on the printer, connect it to your computer with the USB cable, open a terminal window (e.g. by simultaneously pressing ctrl-alt-t) and issue the commands

lsusb

What output do you get?

I cannot see the HP printer in the lsusb output (I would have guessed it would show with an ID of 03f0:something).

Are you sure that the printer is plugged in and powered on?
Can you try connecting the printer directly to a port of your computer, and not over a hub, or over a hub if you have connected it directly?
Can you try all available USB ports?
Can you check whether the cable is ok, any try with another cable?

As long as the printer is not shown by the lsusb command, the HP installer cannot access it.

Where would I find "all available USB ports?"
How do I determine if "lsusb is present on my system"?
The printer is definitely powered on.
I really do not understand why I have never had any problem previous
to hplip-3.16.2.
Nothing has changed.

Re: What is an ID of 03f0?

Each device that can be connected to USB identifies itself with a device ID, specific to a vendor and device type.
E.g. in your lsusb output from above:

ID 046d:c318 Logitech, Inc. Illuminated Keyboard

the first part (vendor ID) is 046d (for Logitech Inc.), and the second part (device ID) is c318 (for a certain type of Logitech keyboards).

If your computer correctly identifies the HP printer, then there should be a line in the "lsusb" output with vendor id 03f0 (For HP) and a device ID that I do not know yet.

NO! But I made another Royal goof.The usb cable from the printer was
connected tp my Linksys 5-port 10/100 Workgroup switcher!!!!!They have the
same plug type.
Where should the printer usb cable be connected to?

Are you sure that the printer is plugged in and powered on? yes
Can you try all available USB ports? -Where can I find such?
Can you try connecting the printer directly to a port of your computer,
 and not over a hub, or over a hub if you have connected it directly?
Can you check whether the cable is ok, any try with another cable?

Please connect the printer's USB cable to your computer:

You can try both, either any USB port on your computer (the rectangular sockets in https://upload.wikimedia.org/wikipedia/en/f/fd/USB_2_and_3.jpg nowadays most desktop computers have such sockets both on the front and on the back side)
or you can plug it into any free port of your USB hub ( https://upload.wikimedia.org/wikipedia/commons/b/b2/4port-usb-hub-bus-powered.jpg )

Then re-try

lsusb

and report what you get.

Stupid me had the network cable in the wrong place (the Printer port - but
have spent 7 hours trying to solve the problem, but am way over my head.
Tried Using the Linksys 5 port 10/100 workgroup switch - started to work
fine, but crashed out. I need specific instructions on getting all
working, but the ones I looked at are way over my head. Any suggestions?

There is a USB cable connected to the front left of the Printer, came with
the printer.
I connected one of my internet cables to the Printer, which now I guess is
wrong!! Should have been a usb cable - right!

Do not have such plugs, but as I said just now, I have a USB cable, one
end connects to my Printer left front, the other end attached to my USB
High speed USB2 Hub.

I assume that you used the wrong sockets on the printer.

Do you have user manuals for that printer, describing how to connect the device?
What cables were delivered with that printer?
Did this printer already work on some other computer? If yes, what operating system?

As far as I know, you have to use the sockets on the back side of the printer, they probably look like this:

I have discovered that I need a later model 5-port 10/100 Workgroup
switch-mine is very old. Will pickup one this am & follow the explicit
install procedure that should solve my problem,
I want to express my sincere appreciation for your generous time in
