Force monitoring of budget items

There is an checkbox in the budget dialogue that says "Force monitoring this category". I can't find any documentation on what this feature does. I would have expected the system to give me some type of grief if I put in a transaction that took me over my monthly budget amount for that month if this feature was set.

this is a forget into the doc.
the purpiose is to display a category, even if there is no budget.
As default, if no budget is set for a category it is not displayed into the report.
