I don't know if something changed in 19.04 but the response I get from the add-apt-repository is:
Cannot add PPA: 'ppa:~danielrichter2007/ubuntu/grub-customizer'.
'~danielrichter2007' user or team does not exist.
The tilde is confusing.

As far as I can see there is a version of grub-customizer now available in the standard Ubuntu repositories for Ubuntu 19.04 (disco) and newer. So there should not be any need for adding Daniel Richter's PPA any more.

And for the error message when trying to add the PPA:
What was the exact command that you entered?
Was it
sudo add-apt-repository ppa:danielrichter2007/grub-customizer
or
sudo add-apt-repository ppa:~danielrichter2007/grub-customizer
?

The command I entered was the first one. The one without the tilde.
The exact same command worked in 18.10.
I didn’t know I could just sudo apt install grub-customerizer in 19.04.

Tried it on a fresh installed 19.04. No problems.

You may have some old files at "/etc/apt/sources.list.d". Check these files (and remove files looking bad).

I don’t know which 19.04 you used but I downloaded 19.04 from ubuntu.com, installed it and still get the same response:
Cannot add PPA: ‘ppa:~danielrichter2007/ubuntu/grub-customizer’.
Error: ‘~danielrighter2007’ user or team does not exist.
I don’t understand the ~ in the response.

If I try an ‘sudo apt update’ I get:
Err:1 http://us.archive.ubuntu.com/ubuntu <http://us.archive.ubuntu.com/ubuntu> disco InRelease
  Temporary failure resolving ‘us.archive.ubuntu.com’.
And several more of these errors for disco-security, disco-updates ands disco-backports.

My /etc/apt/sources.list.d directory is empty.

Also downloaded from ubuntu.com. Used german translation and repositories when installing into my virtual machine.

The message "Temporary failure resolving ‘us.archive.ubuntu.com’." is interesting. Maybe a problem of your internet connection? Check that address with your browser. If it works, also try with w3m or wget.

@Earl Porter:

Can you please provide the full output (including the command that you give) of your attempt to add ppa:danielrichter2007/grub-customizer and please do not try retyping, but use copy/paste.

I don’t know what the difference is from yesterday until today but trying the same submission today worked.
I verified that my submission was exactly the same as what I typed in the email.
I couldn’t copy/paste because my email is not on the same machine as 19.04.

Should I submit a reply to lauhchpad as the question being solved?

I think you hit the nail on the head with the internet connection being the problem. I rebooted my modem and router and now it works.
However, I was using the internet connection from the same machine when I switched back to 18.04LTS so I didn’t think about that being a problem.
Grub-customizer in now installed on my 19.04 system.
