Hi,
There are two issues here.
Firstly, the code from Grooveshark plugin itself is licenced under GPL, so
you are free to use it as long as you adhere to the terms of the licence
(meaning: your code must be GPL too).
Second thing is Grooveshark API and access to their documentation. People
from Grooveshark like to have tight control about who connects to their
servers, and so they provide API documentation on a per-project basis.
Together with documentation, you get access to their development and
production servers, and most importantly, you also get an API key which is
used to validate who connects to them. Our API-key is only valid for
Moovida, and if other people would used it surely would be revoked. So,
summarizing, you have to contact Grooveshark people in order to get things
going. They are quite helpful also, so being in touch with them has only
advantages.
