My DC++ keeps giving me the error in logging in

[17:46] *** Connecting to arpmanet.ath.cx:4012...
[17:46] *** Connection refused by target machine

this is what my DC say when i try to log in. Yes i am on a University campus and i have read the document on the blocking of....bla bla bal...but for a layman the terminology can be quite confusing. Is there any way of moving around this problem....i need step for step advice. Sadly, i am a dumb blonde when it comes to PCs and DC. I'd appreciate the help...maybe talk me through firewall issues, setting issues, etc..
