eMTee suggests this article as an answer to your question:
FAQ #83: “I've just upgraded to the newest version of DC++. Now I can't connect / search / download. What happened?”.

I have tried all of that it still does not work. Do I need to try and delete the program and restart from new?

You can but it's usually not the right solution. Since it's most probably a firewall issue, a reinstall will not change the firewall(s) settings in any way.

What's in the detection log when you allow automatic connectivity settings (FAQ step #2)?

here are connectivity settings

Port mapping: Failed to remove port mappings from the "WANDevice:1" device with the MiniUPnP interface

This looks ok so it's either still a firewall software in effect or your router doesn't do the port forwarding correctly.

Try to enable Manual Configuration and select Passive mode. Try to download from many users in multiple hubs.

If that still doesn't work then, unless you have multiple netwok connections or use VPN software, etc.. then it's 100% a firewall blockage and you have to investigate that way further.

No. You can always do the port forwarding manually in your router (FAQ step #4).
