DC++

unable to connect to public hubs. Error message : connection timedout

I use DC++ 0.799 on windows 7 and I can connect to private hubs in my college. I have allowed DC++ for Public networks through windows firewall. I can download list of public hubs in DC++ and also I can download Help-> About DC++ page. But every time i try to connect to ANY public hub the message displayed is CONNECTION TIMEDOUT.
I cannot connect to adc://..... hubs too.
Please suggest a solution.
