how to contact the IRC to lift a ban

I keep getting this error, and when I rejoin, it doesn't work. when following the link, I realized i had segmented downloads. So now that I've fixed that, I can't get back on because there isn't a way to contact the IRC, because that site ( http://webchat.dhirc.com/?channels=dtella-banned ) doesn't exist... how to i get online?
