Connection failed when hub is running form one computer, but not when it runs from another

I am in the process of moving my hub from my desktop to my laptop and after changing all setting to be the same, I cannot connect to the laptop. I get the message: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.This is from my laptop.
From my desktop, I get the message: No connection could be made because the target machine actively refused it.

But then I stop running the hub from the laptop and start it on the desktop and everything works fine. Help?
