can not connect to dc++ hub

i've set up a dc++ hub at our university the computer is connected to an ethernet jack in res and has an ip 10.10.33.226, the router appears to be 10.10.33.1 (or the gateway at least, not too sure) .. now anyone with the ip 10.10.33.* can connect to the hub, however, in other parts of the res people have the ip 10.10.*.* which should technically still be able to connect if im right

but it does not work for them, they can not even ping the server or vice versa. is this a problem that cant be fixed due to the configuration of the network here ? please help as only ip ranges 10.10.33.* work as of now which is a really small portion of the school
