can't download or search

I installed the new version of DC++ and it used to work and then i installed a new antivirus. I have made sure that the antivirus does not block anything in the program but connections to download from other users won't work i keep getting connection timeout. i also try to search anything and absolutely no results appear. other users have been able to download off me but i can't download off anybody. My router and my DC++ are set up properly, internal ip hasn't changed the ports are the same and so is the external ip. i can't figure out why. i tried uninstalling the new antivirus and it still didn't work.Pls help. i have files queued that i really want and are hard to find that i qued up when it was working. the antivirus is norton and my windows system is windows 7 64 bit The antivirus is NOT the issue, like i said, even without my antivirus it didn't work right but something changed recently and oubound connections (downloading and searching) aren't working. dc can connect to the internet but not to other people but other people can connect to me. I have tried everything i can think of. the antivirus was the first thing that occured to me when my settings that have always worked didn't. I have changed everything i can think of as having something to do including windows security and my antivirus but it still isn't working. my connection settings haven't changed. These connection settings have worked for me for years. I can't figure out why im not able to search/download but i can chat and connect to hubs, chat with other users and such and get things downloaded from my share.

i have set it up with the exact settings i have before and it worked. I can connect to hubs and people can connect to me but i can't connect to them or search. so something is blocking outbound communications inbound ones are working just fine. no issues. i installed my norton and suddenly the outbound (downloading and searching) doesn't work and connecting to hubs and people downloading things off me does work.i even tried uninstalling the norton and it didn't solve the issue.

i changed it to passive temporarily until i can find a solution so that i can be in active mode. its downloading things now while im in passive but like i said i only plan to be passive temporarily. i still need to figure out how to make my active mode connection work. i have a router and i have the ports forwarded for DC++ any help is appreciated.
