all network applications use offline mode when network-manager isn't configured

Bug Description

Binary package hint: network-manager

I have to use a static IP, something the current network-manager does not support. After network-manager got included in ubuntu-desktop all my applications use offline mode as default, which means I have to switch it off everytime I start an application, thats annoying.

The fact that programs work offline mode when network-manager isn't a bug. The bug is that network-manager doesn't detect your static configuration. So I mark this as a duplicate of bug #61089. Please, feel free to go there and help solving it.
