[panel] Hovering the mouse cursor over the BFB reveals the current window’s menu

Bug Description
Steps to reproduce:
1) Open a terminal window
2) Hover the mouse cursor over the area between the right of the BFB and the left of the application indicators in the panel, observe that the menu of the terminal window is revealed
3) Hover the mouse cursor over the indicators area, observe that the menu is not revealed (this is expected)
4) Hover the mouse cursor over the BFB
Expected result (as seen in Unity 3D): this doesn’t reveal the active window’s menu
Current result: the active window’s menu is revealed

The root cause of this issue is shared with bug #793406: mouse enter/leave events are detected on the whole panel, not just on the appname applet widget.
