Bug Description

For the current solution, see: https://answers.launchpad.net/canonical-identity-provider/+question/101349

It should be possible for the user to merge accounts without manual intervention. As an interim step, not requiring logging in to launchpad (to convert the accounts to full person accounts) would be nice.

Targeting to our next release. This may be rendered largely irrelevant by bug #507214 or we may want to add a simple UI to short-cut the process.

Swapping with a 2.8.0 feature as this doesn't have a dep in the ubuntu release cycle so can be deployed any time before 10.10

Why *don't* we need to enable account merging?
 * you can now merge your email addresses (the primary use case) directly in the UI

Why *do* we want to enable account merging?
 * because it's not currently possible to remove the last email from an account
 * so we can get notified of sites the user's logged in to which they'll lose access to
 * so you can prevent others from stealing your old account

Based on these, it would appear we definitely need to do something here. Perhaps we should have a "close/deactivate account" option and provide "merge with another account" as part of that process? Where will this link live? Launchpad has a "Deactivate this account" link on the bottom of the account editing form.
