[intrepid] no printcap file by default in cups : Problem printing from qt

Binary package hint: cups
By default, there is no printcap file created in Intrepid, so QT programs like Qcad and others, are not able to print out of the box...
It would be nice to add Printcap "/etc/printcap" to /etc/cups/
If not, this change could enable to save ubuntu users a lot of time, and make programs able to print without manual change...

* Add runloop-
backchannel EOF (select() returns "ready for read" on EOF). This
completely broke printing with e. g. HPJetDirect. Thanks to
Samuel Thibault for tracking down the problem! (Closes: #489045)

if not specified in cupsd.conf. This brings back the lost /etc/printcap
for legacy applications. (Closes: #482186, LP: #282667)
* debian/rules: Drop arm/armel -f-no-stack-
