Puller should use bzr+http when it can

Bug Description

Currently the puller explicitly refuses to do bzr+http, due to an unfortunate configuration of details in how we fetch branches.

Next release, we'll be using different APIs for fetching branches. Perhaps these will make it possible to cleanly fetch branches over bzr+http.

I think this is probably the case, but I don't want to try it because of worry/bug 260219.

As best as I can tell, Launchpad correctly handles this now. It'd be nice to have an automated way of testing it.
