security.ubuntu.com should be configurable on install

Bug Description

In apt-setup, SECHOST is hard-coded to security.ubuntu.com. This should be
configurable to another host for enterprise setups which want to install
completely off local servers.

This will be easier to deal with in breezy+1 once we've merged base-config 2.70
from Debian. In the meantime it's probably too difficult to deal with the
debconf template translation nightmare that would result from making it
parameterisable.

Fixed in Dapper; preseed apt-setup/security_host (a string question) to whatever
host you want. It's expected to have http://HOST/ubuntu/dists/dapper-security/ etc.
