Bug Description

[Summary]
1. The system will hang on when the HDMI external monitor is connected.
2. The system will hang on after the HDMI external monitor is unplugged.
3. The system will show no display when the HDMI external monitor is unplugged, but the system not hangs on.
 a. if connect HDMI external monitor back, the system will hang on.
 b. if connect type-c HDMI external monitor, the system works well.

Note:
1. Only built-in HDMI can duplicate.
2. FHD/4K monitor both can duplicate

[Steps to reproduce]
2. Boot to OS
3. Connect external montior on HDMI port.

[Expected result]
The system can work well when the external monitor is connected.

[Actual result]
The system hangs on with the HDMI external monitor.

Verified focal/linux-firmware 1.187.31 on HP-Lockheed, cannot observe the system hang during plug/unplug in native HDMI.
