Bug Description

Enabling the riscv64 for package docker.io in debian/control is sufficient to get Docker support for the RISC-V architecture. Dockerhub already has the RISC-V images for Focal and Jammy.

As this change is only adding a new package for the RISC-V architecture it should not require a feature freeze exception.
