merge python-debian 0.1.43 from Debian sid

Attached is a patch against the latest Debian version. The delta has also been pushed here : https://salsa.debian.org/schopin/python-debian/-/commits/external-zstd

and will be posted in a MR if athos doesn't pick it up in his own at https://salsa.debian.org/python-debian-team/python-debian/-/merge_requests/65

The new version has been uploaded to a PPA, just pop the extraneous changelog entry: https://launchpad.net/~schopin/+archive/ubuntu/test-ppa/+sourcepub/13253281/+listing-archive-extra
