My last comment needs to be amended to say that if you install the "libreoffice" meta package (that is not seeded on the ISO), *then* it pulls in jre.

If you only apt-update on a live disk, then jre is not pulled in.

This bug was fixed in the package libreoffice - 1:7.1.2~rc1-0ubuntu1

---------------
libreoffice (1:7.1.2~rc1-0ubuntu1) hirsute; urgency=medium

  * New upstream release candidate

  * Disable JunitTest_dbaccess_complex on armhf for junit autopkgtests
  * Demote liblibreoffice-java from Recommends to Suggests of ure
    (LP: #1918308)

libreoffice (1:7.1.2~rc1-1) experimental; urgency=medium

  * New upstream release candidate

  * debian/tests/control.in: make uicheck-sw depend on -draw, the AutoRedact
    dialog test apparently needs it (hangs otherwise)
  * debian/rules:
    - build with -Wno-psabi on armel/armhf to suppress long obsolete
      warnings
