utils-linux 2.36.1 breaks user mounts (cifs)

Bug Description

I'm working on merging samba from Debian (2:4.13.2+dfsg-1), and while running the autopkgtests for the package I noticed that two tests are failing. These tests attempt to invoke mount.cifs in order to mount a user mount point. I investigated and found this on dmesg:

After some more investigation, I noticed that there are both a Debian and an upstream bug reported about this failure, and that upstream has fixed it in util-linux 2.36.2.

I would be nice to have this version in hirsute so that cifs user mounts can work again.

Set priority to High because it will block samba from migrating, which will in turn block Python 3.9 from migrating.

    - d/p/libmount-don-t-use-symfollow-for-helpers-on-user-mounts.patch:
      Backport from upstream patch to fix user mounts on mount.cifs,
      because the "symfollow" option became unknown.

    - Build hwclock with audit support.
    - Drop debian/hwclock.rules and debian/util-linux.hwclock.default, recent
      kernels sync the RTC automatically.
    - Add sulogin-fallback-static-sh.patch: Add support for /bin/static-sh as
      fallback if the regular shell fails to execute. Patch ported from
      sysvinit. (see LP #505887)
    - Add sulogin-lockedpwd.patch: Make sure file systems can be fixed on
      machines with locked root accounts (as Ubuntu does by default). Don't
      require --force for sulogin.
    - Clean up weekly fstrim cron file, now a systemd timer unit.
