Bug Description

[Impact]

 * Unable to create cross-building chroot to cross-compile Ubuntu source packages for riscv64

[Test Case]

 * Create a cross-building chroot, and attempt to cross build packages

 mk-sbuild --target riscv64 focal
 sbuild -d focal --host riscv64 hello_2.10-2ubuntu2

  Should produce riscv64 debs, like it does in groovy

[Regression Potential]

 * Introducing new cross packages to riscv64 only affects cross-building to riscv64 and no other native/cross builds.
 * Rebuild of build-essential will trigger a few autopkgtests

[Other Info]

 * During publication ensure that debs go into the right component! Specifically into universe like seen on https://launchpad.net/ubuntu/groovy/amd64/crossbuild-essential-riscv64/12.8ubuntu3

 * Fixed in groovy already, may require linux kernel from proposed (with correct matching headers across all architectures)

Accepted build-essential into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/build-essential/12.8ubuntu1.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, what testing has been performed on the package and change the tag from verification-needed-focal to verification-done-focal. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-focal. build-essential is a metapackage that doesn't change which compilers are used, thus autopkgtest regressions identified, could not have been caused by build-essential rebuild itself.

retried all of those tests.

linux is in updates that have matching libc headers across all architectures as needed for cross building linux 5.4.0-47.51

Created cross-build chroot using sbuild, and crossbuilt hello successfully producing hello_2.10-2ubuntu2_riscv64.deb

crossbuild-essential-riscv64 12.8ubuntu1.1 is installable too on amd64.

Hello, build-essential is correct and installs toolchain packages correctly.

Autopkgtest regressions cannot have been caused by this package update.
