ubuntu-software keeps being replaced by snap-store

Bug Description

In Focal, ubuntu-software (well, really gnome-software) has been replaced by the snap-store snap. If one chooses to remove that snap and reinstall ubuntu-software, they are forced to switch back to snap-store in the next run of update-manager.

This is because update-manager only checks whether gnome-software was manually installed to determine if it should be replaced or not. If the user installs it via ubuntu-software instead, gnome-software appears auto-installed and thus re-replaced.
