This issue impacted me as well on a fresh Ubuntu 18.04 install. I encountered this when I attempted to install ubuntu-restricted-extras.

The work-around provided (sudo dpkg-reconfigure libdvd-pkg) corrected the issue.

I was impacted with semi-new install 18.04.1
It was probably always there but I just now saw the error.
The workaround above has stopped the broken packages printout.

Recently noticed during a software update in 19.04. Like previous commenters, the work-around provided (sudo dpkg-reconfigure libdvd-pkg) corrected the issue. Thanks for this...broken packages do not inspire confidence.

Still affects focal->jammy upgrades. See LP: #1986735. I ran into this myself.

Issue apparently is a deliberate packaging choice in Debian, with rationale in this bug report:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=824078

Offhand, it seems at least an improvement would be to print the suggested workaround (and maybe pointer to this bug report?) along with the error message.
