Issue apparently is a deliberate packaging choice in Debian, with rationale in this bug report: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=824078
Offhand, it seems at least an improvement would be to print the suggested workaround (and maybe pointer to this bug report?) along with the error message.
