Revert the temporary mitigation of Power9 HTM issues

Regression test against ppa looked good tonight.
But there are more bugs for ppc (bug 1761371 and bug 1761372) coming in which I want to consider, bundle and reverify together.

If you want to pre-test feel free to use this PPA.
But it is essentially revering to a former state which was known good except this issue which will now be handled by the kernel so there shouldn't be much to expect regressions.

I still see qemu-kv 2.11+dfsg-1ubuntu5 on the daily/proposed bionic builds... we prefer not to use PPA in this stage [final beta].. this is blocking us from doing compat mode testing inlcuding live-migration.. hope we will get this updated qemu package today.

I got the Feature Freeze exception today (bundled a few more changes), but in fact that was not blocking me (I could have skipped it). I'm rather blocked by waiting on an IBM ack on bug 1761372 to release this.
I polled for it on the bug and wrote an extra mail on Friday, so I hope this will get the ack soon to upload the new qemu.

ACK given on LP 1761372. I see paelzer is pushing new QEMU package today..

This bug was fixed in the package qemu - 1:2.11+dfsg-1ubuntu6

Thanks!.. we were able to use qemu (1:2.11+dfsg-1ubuntu6) and boot compat mode guests .. run tm selftests to verify if htm was enabled.. we have hit a issue where one of tm selftests failing tm-trap [FAIL].. we have different bug opened for it.. we can close this bug
