Avoid warning when uploading packages with -0ubuntu1 revision

Bug Description

When I upload a new upstream release with a -0ubuntu1 revison I get:

Package includes an .orig.tar.gz file although the debian revision suggests
that it might not be required. Multiple uploads of the .orig.tar.gz may be
rejected by the upload queue management software.

Debdiff attached that refixes this problem and also adds Debian Mentors to dput.cf to make it easier to contribute back to Debian.
