Bug Description

This feature aims to add support for GDB to record Power ISA 3.0 instructions in order to enable reverse debugging on Power9.

This enablement was already submitted and accepted on upstream GDB:

Verified gdb 7.12-0ubuntu3 from 17.04 and confirmed that it already includes additional patches
isa3.0-power9-01.diff (commit 6ec2b213de6962ceeb81bfa33354ea6e60c57049) and isa3.0-power9-02.diff (commit de6784544abc97d5e396cb1e83eda1ae09f63d40) related to this feature.
