Bug Description

New problem with our spammers: Now they reject valid questions, so they are no longer visible in the list, and then mark themselves as the person who has solved the question.

Fun fact: Even after I have added myself as an answer contact, I cannot change the status back to 'Answered'.

Would it be possible to allow these things only to a certain set of people, and to only allow 'anyone' to ask and answer questions? It's annoying enough that way.[Edit: referring to the spammers, not to valid questions]

The bug title is a bit misleading - of course answer contacts should be able to invalidate questions - but not everyone should be able to be an answer contact, or there need to be different permission levels, so that only people who are interested in the project can do those things that can do real damage, like invalidating a question, which makes it disappear from the visible lists.

Additional remark:

When a spammer is removed, the respective records as 'Answer contact' apparently are not automatically deleted. This now leads to several dozens of dead entries in the answer contact column of https://answers.launchpad.net/inkscape/+questions and also a few for launchpad itself, and probably other projects as well.

That's really a separate issue. We shouldn't in general delete those as such; instead, the list of answer contacts should simply not show non-Active accounts.
