Please add vulcan cost model support

I am Virendra Kumar Pathak from Broadcom.
Could you kindly help me with below questions -

1) Is there any git link for gcc, binutils and other dependency sources (containing vulcan patches, if any) similar to Linux (https://git.launchpad.net/~ubuntu-kernel/ubuntu/+source/linux/+git/xenial)

  * Backport C++ PATCH for implicit abi_tag on template member function,
