Wrong version format of ca-certificates package in Vivid - need manual actions after upgrade from Utopic

Bug Description

I have upgraded from 14.10 to 15.04.
After upgrade I had ca-certificates package in "Installed (local or obsolete)" Status section in synaptic.
So this package was not automatically upgraded on upgrade from 14.10 to 15.04.

Apt-cache policy said that installed version (from 14.10) is the most recent version, but this package is absolete.

   apt-cache policy ca-certificates

This also affects 64 bit. A way to demonstrate this problem is:

:~$ sudo apt-get install --reinstall ca-certificates
[sudo] password for :
Reading package lists... Done
Building dependency tree
Reading state information... Done
Reinstallation of ca-certificates is not possible, it cannot be downloaded.
