add powerpc target for ppc64el

Bug Description

I would like to have a backport of patch available in Debian BTS #760395 in Ubuntu 14.04.

Motivation: With this patch integrated, some package build would work properly, as the linker shows that ppc64el has shared objects.

After a binutil with this patch made available, I would like to ask to build the following packages:

* Slurm
* Munge
* environment-modules (Source: modules)

Accepted binutils into trusty-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/binutils/2.24-5ubuntu13 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.
