do-release-upgrade in localized environment does not accept english input

Bug Description

Hi,

I was running do-release-upgrade tool in an environment like:
LANG=ru_UA.UTF-8
LANGUAGE=ru:en:uk:en
LC_CTYPE="ru_UA.UTF-8"
LC_NUMERIC=ru_UA.UTF-8
LC_TIME=ru_UA.UTF-8
LC_COLLATE="ru_UA.UTF-8"
LC_MONETARY=ru_UA.UTF-8
LC_MESSAGES="ru_UA.UTF-8"
LC_PAPER=ru_UA.UTF-8
LC_NAME=ru_UA.UTF-8
LC_ADDRESS=ru_UA.UTF-8
LC_TELEPHONE=ru_UA.UTF-8
LC_MEASUREMENT=ru_UA.UTF-8
LC_IDENTIFICATION=ru_UA.UTF-8
LC_ALL=

And during upgrade process I was not able to change my keyboard layout other that to english (US).
But the tool had asked me questions in russian and expected that I will input my answers in russian:

I tried to input 'y' as for 'yes' but no luck. The workaround is to copy-paste 'д' letter from terminal emulator. But when you are using tty it can be a problem.

So please, can you make `do-release-upgrade` tool accept english input despite the locale?

I can still reproduce it during the update from 19.10 to 20.04. I made a simple fix for a case when the locale uses non latin alphabet.
