[1.4.1-4] want to uninstall the whole system

Bug Description

Got an upgrade proposed to update libhwloc5 from 1.4.1-2 to 1.4.1-4
but that upgrade try to uninstall all the installed packages (on quantal i386, logged as gnome-classic)

confirmed, i386 only

$ sudo apt-get install libhwloc5

We should version the Breaks in eglibc so that it doesn't trip over the Provides here.

This bug was fixed in the package eglibc - 2.15-0ubuntu18

eglibc (2.15-0ubuntu18) quantal; urgency=low

  * Version Breaks on libhwloc0 so that it doesn't catch recent libhwloc5
    packages which provide libhwloc0 (LP: #1048566).
