I have to change windows before the cursor will change to a hand and click on toolbar items.
So the notebook is a bit large, 43 mb. It is for a course I am taking. I have noticed that when I try to click on the toolbar buttons at the top, the cursor does not change to a hand or arrow but stays an I=beam and will not activate the button. If I click on a different window and come back, it works. I can live with it, but if anyone has any ideas it would be better.

Not sure at all whether the issue is related to the notebook size - 43Mb doesn't strike me as very big - but it could depend on the structure (many small pages, few big pages, etc.)
Have not seen this bug before, also no clear idea how to solve I'm afraid.
