links to sub-headings / tags

I a looking for the following functionality:

Instead of only links to a certain page, I would like to be able to link to:

* a sub-heading of a page. Example: Help:Links#Interwiki

* a set of pages via tags. example: [[@groceries]]

Is this already possible?

I think, that this isn't possible ATM and is already requested in the bug tracker.
